Other cities will let you do that on private properties, such as this city in Arizona whose name escapes me at the moment.
So, check with the local police or city official. You don't want to get a ticket. If you do that, you also need to make sure you have sufficient space. To be safe, you need at least 50 yards of empty space behind your target and you need to make sure no one walks around back there.
